Executive Summary
Across the seven Texas counties that contain the eight metros we cover, the Texas Department of Insurance (TDI) county averages for 2025 run from $1,818 to $4,363, a spread of $2,545 a year.
These are averages of what insurers charged on every active homeowners policy with wind coverage in the county, reported under the Texas Statistical Plan for Residential Risks. TDI labels the 2025 figures preliminary while insurers can still correct their filings.
Key Findings
- Dallas County ($4,363), Harris County ($4,144) and Tarrant County ($3,939) rank highest.
- Harris County’s average ($4,144) is $899 above Travis County’s ($3,245).
- El Paso County’s average, $1,818, is less than half of Dallas County’s.
- Nueces County and part of Harris County sit in the Texas Windstorm Insurance Association (TWIA) area, where TDI reports TWIA wind policies separately (see the note under the table).

What these averages are, and are not
- The premium is TDI’s average annual premium for homeowners policies that include wind coverage, across all policies active on December 31, 2025. It reflects the mix of insured values, roof ages, deductibles and discounts in the county; it is not a quote for any one home.
- In Nueces County, one of 14 TWIA coastal counties, and in the part of Harris County inside city limits east of Highway 146 (La Porte, Morgan’s Point, Pasadena, Seabrook and Shore Acres), some homeowners buy a policy without wind coverage plus a separate TWIA wind policy. TDI reports those policies and their premiums separately, so they are not in the “with wind” average.
- TDI’s map covers every Texas county for 2019 to 2025 (TDI news release, June 22, 2026). This table carries the seven counties that contain the Texas metros on our site: Houston, Dallas, Fort Worth, Arlington, Austin, San Antonio, Corpus Christi and El Paso.
- The property tax and home value columns are Census survey medians for owner-occupied homes, from the 2020-2024 5-year release. For every county in Texas and five other states, see property tax bills by county.
