A lead aggregator (also called a lead network or lead broker) is a company that collects consumer inquiry data from multiple publisher websites — comparison tools, informational guides, landing pages — and resells it to buyers such as insurance carriers, mortgage lenders, solar companies, or debt relief firms. Aggregators build and operate the technology infrastructure: ping trees, TCPA compliance checks, data validation, and real-time delivery APIs. Revenue comes from the spread between what buyers pay per lead and what publishers receive. All consumer data sold by TCPA-compliant aggregators must carry documented express written consent that names the specific companies who may contact the consumer.
